LEA and RC

The relationship between the school district and regional center is an interesting one. Children with developmental disabilities between ages 0-3 will have an Individualized Family Service Plan (IFSP) from Regional Center (RC). The California Department of Developmental Disabilities has chosen for LEA (school district) or county office of education to provide these services.

There are two immediate problems with this:
1. Services are not provided at a medical standard by the SD or LEA
2. RC and the LEA share information about your child.

Regional Centers when providing specific services such as ABA, are required to do so at a medical standard- that means the child's overall quality of life.

LEA's when providing specific services such as ABA, do so at an educational standard-this means progress from year to year in the school environment.

Further, your regional center will have much more confidential information than your school district. However the LEA doesn't present a full picture (to a medical standard) if it is used to determine the need for services at regional center.

So how do you stop this? Stop the LEA and RC from communicating. This doesn't mean your not willing to give either agency the information they ask for, it just means you will get the information for them. Write a letter so these agencies can not communicate with each other:

Dear Regional Center,

From this point forward I am revoking consent for your agency to communicate with third parties on behalf of my child. I will consider vendored agencies on a case by case basis. Thank you for respecting my child's privacy.

LETTER TO LEA/SCHOOL DISTRICT

Dear school district, 

From this print forward I am revoking consent for the (school district) to communicate with (regional center). If there is information you believe you need from regional center, please ley me know, and I will consider obtaining that information and providing it to you. Thank you for respecting my child's privacy.
